The Question is
why Adam was in heaven when he was created to dwell on the earth as Allah’s vice-regent.
It is to mention
1. that Iblees and humans are enemies.
2. that who will Follow Allah’s guidance, would not suffer.
3. that Allah is forgiving for those who repent.
and also to mention that his living place is Heaven. If he follows Allah's order he will be there again.
In Quran, it is said
But Satan deceived them—leading to their fall from the ˹blissful˺ state they were in,1 and We said, “Descend from the heavens ˹to the earth˺ as enemies to each other.2 You will find in the earth a residence and provision for your appointed stay.”
— Dr. Mustafa Khattab, the Clear Quran
But Satan caused them to slip out of it and removed them from that [condition] in which they had been. And We said, "Go down, [all of you], as enemies to one another, and you will have upon the earth a place of settlement and provision for a time."
— Saheeh International
